The vast majority of American high school students say they want to attend college in order to pursue rewarding careers. Despite high student aspirations, however, large achievement gaps persist among students by income and race/ethnicity. While there once was a time when a high school diploma was sufficient for obtaining a skilled job and earning a livable wage, increasingly that is no longer the case. A framework for action is presented and moving towards a a culture of high expectations is discussed.

Investigating the Alignment of High School and Community College Assessments in California Download pdf
The National Center for Public Policy and Higher Education undertook a study to determine the de facto standards, or the knowledge and skills required to successfully enroll in college-level classes at California community colleges. While California community colleges are open to all students eligible and able to benefit, most students must demonstrate that they are ready for college-level academic work by passing the college’s placement exam once they enroll.

Based on their performance on the placement tests, the vast majority of students enrolling in a community college need remedial coursework in math and nearly half of them need it in English.

This brief addresses the state policy dimensions of college readiness. It identifies the key issues and problems associated with the college readiness gap, which is a major impediment to increasing the numbers of college students who complete certificates or degrees. This policy brief also provides governors, legislators, and state education leaders with specific steps they need to take to close the readiness gaps in their states. These findings and recommendations were prepared by the National Center for Public Policy and Higher Education and the Southern Regional Education Board (SREB).
